I recently sent out a package which I thought was flat rate, however, I used the wrong shipping materials and my buyer was charged additional fees upon delivery. I would like to reimburse her for the additional fees she put out. Is there a way I can do this through my PayPal account?

It's really easy.
Go to the details page of the original paypal payment and click on the refund link, and fill in the amount.
When done correctly like this you will also get credited back some of your paypal fee,a nd the buyer will not get charged a paypal fee.
