Credit Card dispute

I was paid with a credit card through PayPal for a puppy, that I sent by plane, with receipt, from Phoenix, AZ to Killeen,Texas. Buyer received the puppy and emailed and called all ok. Two days later buyer put in a dispute to PayPal that she did not receive the item (puppy). PayPal investigated and in less than a week all was fixed or so I thought.  Then buyer went to her credit card company and I got a chargeback.  PayPal represented me with the information I sent and I lost???  PayPal will do no more. I have to pay PayPal two charge back feesof $20 each because buyer put a down payment and then payment so there were two transactions, and I am out the money for airline shipping, about $300, plus the price of my puppy.  I can not get the credit card info from PayPal and I will have to work with lawyers, courts and law enforcement to get this money back or just a judgement against her.  I am writing this to make people aware that PayPal is not as safe as you might think.  I will not use it again without a copy of the credit card they are using and then probably not at all.  Wal-Mart gift cards would be safer and I could take them to Wal-Mart to verify before shipping.  Very unhappy.
