Hi I want to buy something from China. He says he only uses moneygram and western union and bank transfer. I asked why he didn't use PayPal. He says because he has to wait 30 days before he can receive the money. Is this true? Or is he just not using PayPal because you get consumer protect or something and trying to scam me?

Paypal has a new policy on ebay auctions (and a lot of other stuff as well). Paypal holds the money in a "pending" state in the account of the seller for 21 days until positive feedback is received. That means it's there, but they can't touch it until your positive feedback releases the payment.

Its the way of the new world order....ebay and paypal...they know how to fleece the public...they're doing it...but we sit back on our haunches and lick their hand!

so they hold my money for 21 days and if the person who receives my item doesnt give me a positive feedback i dont get my money and they keep the item or what

here's how it works:
1) A person buys an item from you and pays via paypal.
2) When they pay, the amount goes into your paypal account to "prove" that it IS there, but paypal does not want to release it yet, due to security reasons (fraud cases I guess)
3) You ship out the item and the customer receives it.
4) When the customer receives the item, they leave positive feedback and the money is released.
5)If the customer never leaves feedback, the funds clear your account in 21 days IF (and this is a HUUUUUUGE if) the buyer of the item doesn't complain to paypal.

i still dont understand
well imagine if i sell an item
and he receives it but he doesnt give me a feedback
then what happens? do they clear my account and does he get his money back and i lose mine?

What about for people not using ebay?
I sold an item on Craigslist and the person wanted to use Paypal. we agreed and she emailed me saying she paid paypal. Then I get an email saying they have to verify the tracking number before they'll release my funds to me. So I email them with the tracking #. It wasn't until after I got her email, saying she sent paypal the tracking number I sent to her that they sent me the email saying that it would take up to 48 hours to get my money "for security policy" reasons?
I'm only concerned because I don't even show a "pending" credit and it's been 46 hours. I am now wondering if i've been scammed by her or them?

well i mailed my item out today and insured it just in case these people scam me i get reimbursed so hopefully they dont

Me too, but wouldn't i see a 'pending" credit at least? 21 days or 2 days isn't even the issue (YET)
