I am trying to disperse money to a vendor and get this error:

 

ERROR #000001 - PayPal payment processing failed: {"name":"AUTHORIZATION_ERROR","message":"Authorization error occurred.","debug_id":"c81d1a7f7bcb9","information_link":"https:\/\/developer.paypal.com\/docs\/api\/payments.payouts-batch\/#errors","links":[]}

Any help on this would be greatly appreciated.
