Please connect via your primary email address of PayPal Business account.
Please make sure your PayPal Business account is verified and confirmed without any account limitations.
Unfortunately, "AED" currency is currently not supported.
Please find the list of PayPal supported currencies mentioned in the below guide links.

NVP API : https://developer.paypal.com/api/nvp-soap/currency-codes/
To resolve the issue and accept funds, I would suggest to please contact your website developer or WooCommerce support to cross check website payment API request calls and pass respective supported "Currency_code" to PayPal system.
Regarding "Fee" structure, please contact our PayPal Customer service via link - https://www.paypal.com/jo/smarthelp/home (then choose at the bottom one of the contact methods - email or phone) who should be able to help you regarding the request.
They will be able to assist you further as they are specially trained to address this type of account inquiry.
