Webhook status "Pending"?

Since Ocober, 10 my webhook events got status "Pending" and i can't get notifications about payment in time! What does that status mean and why its happening??

If i sent webhook data by myself it works fine.

@heperspace , were you able to sort what was happening? Please share your conclusions. I'm having the same trouble, I found a lot of questions related but no answer.

@Selada I got official PayPal reply that it was their problem, they fixed it for me.
