Trouble going live - can't enable Payer ID scope attribute

I have everything working in sandbox mode, but the live version of my app has Payer ID disabled and the checkbox to enable it is greyed out (see below).
It says that some scope attributes require approval and to email help-loginappreview requesting approval. I did that and received the response:
Dear developer,
Your request has been approved, and the requested scope attributes have been enabled.
Thank you,
App Review Team
So... What now then? The attribute is still disabled.
I just noticed that doing payouts requires approval too. However, the enable button just takes me to a useless "Common Questions" page.
This is very frustrating as I had intended to go live this weekend, and PayPal is currently the only blocker.

I am facing a similar issue, I am sending message to help login app review to get my app validate but I don't have any response.
I sent 3 requests, and the first one was about one month ago.
How long does it take to get approved? Do you have a direct contact to help me?

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
