Testing disputes in sandbox...not clear about the instructions...

1. First step
Set up your REST app with the following scope:
https://uri.paypal.com/services/disputes/create = DISPUTE_CREATE
What scope? The app settings mentions nothing about scope. Is this just setting what the webhook should monitor?
2. I don't get why it's even necessary for the second step considering this is in sandbox but fine ... what do I need to do for a redirect url?
Does this mean I have to actually be running a web server just to "get permission" from a sandbox account to create a dispute?
