Can someone help with this issue: 

We trying to implement PayPal Commerce Platform

I tried to implement the paypal api but your account is no authorized to access the paypal marketplace. Please email and call them

here is what we're getting

The PayPal Commerce Platform is currently available to approved partners. If you are interested in becoming an approved partner, we invite you to complete the PayPal Partner form. Without this approval, calling the PayPal Commerce Platform APIs results in the HTTP status code of 401 Unauthorized.
