Sales Tax On Billing Plans (only for one state)

I only need to collect sales tax in my business location's state (NJ). I am finding it very difficult to use the api to apply a sales tax policy which only applies to NJ customers. The automatic settings in the paypal.com area do not work with the API / recurring payments it looks like.
The problem is, I do not want to ask the customer in advance where they are located before they log into paypal. Because my product is a service, there is no reason to collect the customer's address. Indeed, doing so may scare them off.
What is the normal way to use the REST API to perform this? Thank you in advance.
