Paypal Activities API

How does one enable the Activities API for their REST application?
Any call to the actvities endpoint returns 
{"name":"PERMISSION_DENIED","message":"No permission for the requested operation","details":{"":"No permission for the requested operation"}}

Fetching the access token returns the following scopes
 'scope': 'https://uri.paypal.com/services/subscriptions https://api.paypal.com/v1/payments/.* https://api.paypal.com/v1/vault/credit-card https://uri.paypal.com/services/applications/webhooks openid https://uri.paypal.com/payments/payouts https://api.paypal.com/v1/'

I am unable to find a place to add this permission on the Sandbox or Live application.
