To complete partner onboarding, you have to go through the form process seen here and wait for approval for this. The Commerce Platform for Marketplaces is not open to everyone and is subject to approval so keep that in mind. Once this is approved, you will be notified and can begin to test the flow.

Hi @MTS-Aaron
The partner onboarding process is completely broken. Pls connect with the corresponding team mate who can fix this.
1. Contact us buttons don't work on partner page. They keep redirecting to same page. Try yourself once.
2. Chat support is mechanical and keeps repeating same set of 3 faqs.
3. Support call number doesn't connect.
4. Since we were not able to contact via website, we wrote to channelpartners[at]paypal.com. We never received any response. It's been 3 weeks now since we filled. No replies on follow ups.
On stripe connect, it barely took 15min to understand the process, onboard automatically and get to the api docs.
