LIVE Client ID returns invalid merchant. How do I ...

We are setting up a Client ID and it is stating the merchant is invalid. I created a Client ID (LIVE) however when I attempt to use it in a live transaction it states the merchant is invalid. Why?

1. We have a business account

2. No limitations

3. Sandbox test ID works

4. LIVE Client ID does not work

Any suggestions?
