Confusing API endpoints: /v1/billing/plans vs /v1/payments/billing-plans

We're working on a service using PayPal Subscriptions.  The online documents have been very confusing.

 

Which endpoint should we use to manage subscription plans?

/v1/billing/plans,  or,

/v1/payments/billing-plans ?

And what's the difference?
