Glopal is a marketplace platform on which we onboard multiple merchants (via PP partner-referral API) and offer them PayPal as a payment method.
In our Glopal Checkout we integrate PayPal REST API (v2 Order API + JS SDK).
In our flow, after successful Create Order and Capture Order API calls, we are polling for PP order status with GetOrderDetails call.
We have ~15 PP orders for which in GetOrderDetails call we are getting capture in PENDING status with reason PENDING_REVIEW.
Oldest orders are now 15 days old. Orders are from 2 of our merchants. Other merchants seems to not be affected.
Examples of affected PP orders stuck in PENDING + PENDING_REVIEW capture:

Can you please advise, whether affected PP captures are pending on the merchant action or on the PayPal internal action?
If they are pending on the merchant action, can you advise us what merchant needs to do to allow the capture.
If they are pending on PayPal, how long can it take for them to go COMPLETED (or FAILED if review is negative)?
