Cannot update Billing plan .

I have created billing plan and tried to update status using a PATCH request .Status remains CREATED.  I tried  the code which found in  https://developer.paypal.com/docs/api/quickstart/create-billing-plan/#define-the-billing-plan-object

The output from running the code .

Plan state = CREATED
