Hi all! Could someone without a bank account get a PayPal cash (or cash plus) card? Could they receive payments on their personal account, and then spend money via their cash card? I am looking to help some people that are unbanked (some homeless people in my neighborhood). They have smartphones but no bank accounts. Thank you!
