i need help unlocking my card through the website. Manage button non existant

On the website I'm not seeing the manage button for unlocking my debit card.  I can't seem to find anywhere it might be. Every other help column i'm reading tells me to go to the dashboard and click on manage but that button doesnt bring up the same thing as the app where i can unlock my debit card.
