How do I open a ticket to get help from the tecnical support? I've been trying for over 2 months.

Paypal Customer Service... it's been over months now since I called and emailed PP for help solving a technical problem which is... . I'm not getting all my notifications of orders our customers make from our website. Perhaps 1 in 4. Was told they would look into it, but that I really needed to open a ticket. They have sent instructions on how to open a ticket, but I'm simply not figuring it out so... my problem goes unresolved. Not only has my problem not gotten resolved, but it's now worse.. I'm NOT getting any order notifications from Paypal nor am I getting any help...
How do I open a ticket? When I follow instructions it just takes me to a page where I can do a search for resolutions, but it's all automated and no solutions. I don't need a bot.. I need a human to say.. "OK.. we're on the case and we'll figure it out. "
Please advise ASAP.. This is getting tiresome... and it should be easy. TWO MONTHS!
