Can't send invoices error

Hey everyone,

I just created my business PayPal account a week ago but whenever I try to create an invoice, the following error pops up:
[Sorry, we couldn't create your invoice. Please contact our customer service team for any queries].

Any guidance on how to resolve this urgently please?

Have you added a visa credit card to your paypal account to enable receiving and withdrawing funds in your country?
