Why is pay in 4 declined, I've used it before.

I am trying to buy an item around $250 and I want to use the pay in 4 feature however it is declining me on every website I try. I have been pretty good with payments in the past. I missed one one time and my credit score is average because im young. Any help is appreciated.

PayPal Pay in 4 is not available for certain merchants and goods. We may also decide not to offer PayPal Pay in 4 as a payment option in certain circumstances, such as where our checks suggest an increased risk of fraud or where data we hold suggests you may not be eligible. If you’re declined after a CRB check, we’ll send you an email providing more information about why your application was refused.
