Text verification not going through

I'm trying to get my digital PayPal card but when it goes to send me a text message it says it can't verify who I am how do I fix this

Welcome! Thanks for visiting PayPal's Community Forum! I understand you're interested in a digital PayPal card. Currently, PayPal no longer offers the option for a virtual card. However, you may be interested in one of our other Debit or Credit cards.
