Pay in 3 payment taken twice in two days ?

Yesterday morning I made a purchase for £270 and used pay in 3. Rightfully as expected, £90 was taken from my bank account.
This morning, another £90 was taken and the lady on the paypal call says it is because the seller hasn't shipped the item yet, which is true but makes no sense. Just because the seller hasn't yet shipped the item doesn't mean take the payment twice !
The money they have taken was for food shopping today. The lady says it could take upto six days to get the money back in my account and "suggest I contact my bank". And say what to them ? Surely it's not the banks fault.

I am sorry to hear what has happened. I know this must be concerning. When you attempt to make a payment, the amount can be temporarily charged to your bank/card. This is an authorization charge.
If only one transaction shows in your PayPal account, the merchant will only complete one order. Therefore, the other temporary charge will be removed from your bank within 72 hours.

Hi, I don't want to seem flippant or arrogant but I am not a happy person.
Paypal have no agreement to take the money twice in two days. I still haven't received the money back, but with the funeral and the weekend I realise it's a long wait. Still, there seems to be this idea that even though that was my shopping money, there is no need for urgency and what has happened is acceptable. Worse, what has happened is not normal and IS paypals fault. I spoke to my neighbour yesterday who has a young child and she said she wouldn't be able to cope.
Do you guys even care that I just had a foodbank delivery because of what you (paypal) have done ? 72 hours has passed. Nothing.
