Pay Pal Debit Card there is an issue with your account.

I am trying to set up a PayPal Debit Card and each time I try it says 'there is an issue with you account'. Then I though I might need to add money to my account.  I go into 'Wallet' like I read online and go to 'transfer' but there is not a 'transfer' button. Does anyone know what is wrong? I have my checking account linked.

I am sorry to know about the experience you're having while setting up your PayPal debit card and the trouble while adding funds. Here's the link to know some helpful information about topping up your account. From the reading sometimes, to provide a safer online payment network, every action through PayPal is reviewed before it's approved. Occasionally, action won't go through due to the various precautions we take to improve transaction/activity safety. Since the option to transfer/add does not appear, please try to clear cache and cookies and try to use a different browser or device such as a laptop or desktop to see if that works. Also, please go to the resolution center and check if there is any notification regarding your account status. There may be some unsolved steps for your account to work hassle-free.
