If I paid a 4 payment late would I not be able to use the 4 payment again ?

Maybe for a little while if it does go away. Pay in 4 is automated. It crunches numbers, data, stats to decide if Pay in 4 is available or not to you.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
