How can I navigate from the Dashboard to my Templates?

I need to reach my Templates so I can make some revisions to the text.  How do I get to them from the home Dashboard display?

Click Manage Invoices link under the Seller Tools section on the Dashboard or visit https://www.paypal.com/invoice/manage 

There is a cog wheel icon next to the question mark icon to click and select Templates.

I spoke too soon. See attached screenshot of my Dashboard, I don't have a "Seller Tool" tab so cannot get to "Manage Invoices."

I've tried all the options on my Dashboard with no success.

Still need help.
