Can i redeem a Google Play Giftcard in Europe, Hungary?

No. Have to be US resident to buy it. Just click the “Google Play Gift Code Terms and Conditions”  link and it will tell you that.

 

Gift cards purchased on the US PayPal Gifts store are redeemable only within the US.
