Creating PayPal checkout for client

I have used WooCommerce in the past in client web sites to accept payments from customers. The only thing I needed from the client was their PayPal email. I am trying to create .Net MVC application with the ability to checkout using PayPal. It appears the only option is to use PayPal API. This requires a client ID and client secret. Unless I am mistaken, this would mean the need to login to the clients PayPal account and create the client ID and secret. I was hoping to market the functionality of my site and customize it for multiple iindividual clients. I do not want to have to ask each of them for access to their PayPal accounts, especially since someone using WooCommerce would not have to. Since I only want to be able to take payments and not refunds, is there a way to do this with only their PayPal email?
