why can't i change the field: "Paying for an item or service"

why can't i change the field: "Paying for an item or service"

When I select the address I am sending to, I cannot change this field  "Paying for an item or service". And when I select the payment source and fill in, I cant click on  "Send Payments Now".

Why?

Because in Serbia you can only send money for goods and services, no personal/friends and family payments.

Not sure why you can't send your payment though. Have you confirmed your card?

 

Otherwise, contact customer service to have your account reviewed:

Click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.

Yes I have confirmed.

 

When I will get my full  account access, because is temporarily limited? I already send pic of my photo ID and pic of card.

The photo ID is Completed but on field "Confirm a card" is still it says  "Submitted for review".
