hOW DO  I issue a refund for a transaction paid in March ? it says archived next to it

You can only issue a refund up to 180 days post payment, after that you have to use the send money > family / friends option.

Check the date carefully to make sure its after 180 days as then your buyer would be unable to open a Paypal dispute either.
