Spoke to PayPal, they said contact your bank.  My bank account was showing the payments as outstanding.  It was resolved today.

 

I went to purchase the same item, and received the same message.  Your payment didn't go through. Please check your payment details or select a different payment option.

 

I have done the same thing, removed the card, re added it.  I have tried rather than using my Visa my bank account same error.  Your payment didn't go through. Please check your payment details or select a different payment option.
