Unable to send a refund due to technical issues

I have made a dozen attempts to issue a refund in the last 5 days (from my cell and my computer). I have recently issued a refund prior.

Once I hit submit for the refund, the next screen says "We can't process any refunds at this moment due to technical reasons. Please try again later."

I filed a complaint and provided screen shots. The responses from paypal are the steps to issue a refund. I reply saying I know how to, but it wont let me. Paypal responds with the steps to issue a refund again.

The customer support chat does not work as it kicks me out or freezes up in less than 1 minute.

The problem is an ebay customer bought 2 items, $48.50 shipped. $3.50 was 2nd shipping so I refunded that right away. Well the buyer had the wrong address on his paypal and the package was returned to me. I said I would refund him so he could correct his address and buy again. Well I can't refund the $45.

I am extremely frustrated with paypal right now. I have 100% positive feedback and that goes back 9 years. I could send the funds on a different transaction, but then he could dispute the current transaction. 

All I want is to be able to refund this dang payment...

Any help or suggestions?

You have to have enough balance in your PayPal account to do this. If not, you have to make a transfer in from your internet banking, using the details on the PayPal site about how to transfer in money. Why PayPal can't just take the funds from your debit card the same way they do when you make a purchase, I don't know. And why they don't tell you that when you try to issue a refund!! But I just tried it and it works.

quite a few issues on this in the last 24 hours so maybe its a techie issue they are working on?

I did transfer the funds into my PayPal balance but just couldn’t issue a refund cos PayPal kept saying there is a technical error!
