Refunded to PayPal Top Up by MediaMedics B.V. haven't received my 250 euro

Hello community,

i'm trying to contact paypal for days without any succes. 

i added 250 euro from my bank account to my paypal with Top up and after that i pressed the button refund. Will i get the money back on my bank account. I'm think paypal is a scam.
