Is your account verified and have gone through the KYC procedures? You may also have to upgrade to a business account if doing freelancing.

my amount is also rejected by paypal 11 times , whenever i initiate a payment request from appen then payment is rejected and all things are sorted in Payoneer account but paypal always rejects my request. And i have created business account too.
