Paypal is Dollar Currency, my card is Euro, but paypal transfers it using ALL conversion??

Hello and thanks in advance.

I have dollar USD set as PRIMARY in the Wallet tab. My debit card is in EUR but since I live in Albania my currency is ALL. Every 1st of month when transfers are made from my Paypal account set in USD to my EUR debit card, they are converted in ALL first. So PayPal converts USD to ALL, then ALL comes in my bank, and then they are converted again in EUR, which eats up my payments in conversion rates.

  1. What am I doing wrong and how can I make PayPal sent USD $ to my card and then let the bank convert it to EUR? 
  2. If I change my bank debit card to USD, will the money arrive in USD without any conversion or they will change USD-ALL-USD.
  3. Why is PayPal doing all these conversions?
