Making a payment to the wrong person

Reach out to them and request a refund.

If they refuse or don't respond then if you sent friends/family contact c.s. and ask them to request a refund for you BUT they can't force them to do so as it was a gift payment. If you sent goods/services then open a dispute for non receipt of item as that person has nothing to send you.
