I sent a payment of $50, converted from NIS (around 169) to a person in the US. I checked with customer service and they confirmed the payment had been done from my account, but it's pending on the other person's paypal account. He can't seem to figure out why or do anything to get it out of holding, so I need help either getting it through to him or getting a refund.

Recipient has to click add tracking info button by clicking the transaction to update the order status then ask you to confirm receipt. The option to confirm receipt will be available within or after 48 hrs of updating order status.
