Hi I placed an order from a site and they stated the order will be delayed a up to 10 business days and it was delayed for 4 week. Further they did not send all my times because they made me pay for items that were out of stock..... now they said they will refund my card for the items NOT sent.... they then processed my PARTIAL REFUND on November 14th 2018 and PAYPAL has not released it back to my card as yet....what is the process of receive the said fund? What else do I need to do.....I have been contacting PAYPAL about the issue and no one is replying to my emails. Someone please help me
