New account, limited purchases

So i just made an account yesterday, over 24 hours ago, i made one donation in the first hour, but now Paypal isnt letting me do any more. Is there something im missing? i get to the page where it says 'donate X amount' and i go to click the donate tab and my cursor turns to a 🚫 sign.
