I have a substantial surplus in my Paypal account. It's at least 6 months old, arising from an EBay sale.
When I purchase items on EBay, and then transfer control over to Paypal during the payment phase, why doesn't Paypal offer to fund the transaction with my surplus?
I'm only offered the option of a VISA card payment.
