Can I see a recipient's profile picture before I send him the money?

When I was about to send the money, I was brought to this page. But I'd like to see his profile picture first before I send him the money. Does this mean:

1. The recipient has no profile picture?

2.  I can't see his profile picture until I send him the money?

3. Any other scenarios.
