All purchases fail

Hi community.

Whenever I try to make an ebay purchase I instantly get a pending message about minimising risk to customers.

In the fullness of time, the purchase stays 'processing' payment. 

PayPal appear unaware that I receive these messages and bounce me back to eBay who say that once payment is made from PayPal the order will complete. I then bounce back to PayPal.

I don't believe I am a risky customer!

Extra info: PayPal seem to think I might be a business

Ebay customer since 2003.

Any ideas?
