what is refund this payment button means

After I didn't receive the Item I purchased. Ebay got in my favor and it seems like I received the funds. I see it under activities as a +$109. However I don't see it in my Bank (my account) yet.

Is there anything missing?

I see s button stating (refund this payment) under the transaction made in my favor.  Does this button means anything. Don't know if I click there if I will be sending the Money back to the Scammer?!)

Appreciate explanation on this.

Did you figure this out? I have the same issue, I got refunded by ebay and it says on my account but my paypal balance has not changed.
