hi, i have added both credit ans debit cards, and tried to make personal payment...and also given email to sender for personal payment but i receive a message that the payment cannot be done at this time...

Have you confirmed the debit / credit cards you added to your paypal account?

Secondly.....

The option to 'receive' paypal payments is sadly not available in your country.
You can only 'send' payments for purchases.

Click on the link below and select the country you want from the drop down list for options available in that country.
