scammer collected money from my customer 3 times

I've been on hold with paypal for over 3 hours!  still listening to their loop recording.

 

A person used one of my emails to create an account which a customer mistook for me.  He did this 3 times and because it was my email, I saw that she had paid me, but it went to his /her bank account.  Shame on me for not checking my bank account.  I'm out a lot of money but I'm hoping Paypal will reimburse.

 

How should I proceed?  the message center never replied and this 3 hour wait is the first time paypal didn't disconnect me and say go to the help center.
