problem with a payment sent seller says he refunded but for me it still shows as "payment sent"

I recently bought something digital and it says money sent but for the seller it says that the money is pending, it's been like day for a day now

 

so I asked for a refund so I could pay him by paypal.me so it would be faster and he says he refuned it but it still says "money sent" on my paypal page is there any special reason for that? does it take time to update? or is there a chance I got scammed

If its saying SENT then it sounds as if you paid using the friends/family option instead of goods/services and so negated your buyer protection?

I don't have f&f option since I'm from israel I just sent him money normally, I did create and closed a ticket by accidentally not knowing I can't refund it later on but the seller still had an option to refund and he refunded it to me but I don't see the money and on paypal (called them) it says he didn't refund so where did the 150$ go to?
