Hi @peachy67 

Generally speaking, PayPal only can cancel few pending payment. If the payment sent and not accepted( unclaimed ) , pending withdrawals or pending authorization transactions which made over 30 days.  If there is authorization transaction pending less than 30 days, pending transactions from the bank(uncleared payments) or completed payment, PayPal can`t cancel the transaction.
