If its marked as sent / completed on YOUR paypal account and is not showing as pending on YOUR paypal account then you have paid and they should send your item promptly.
If its showing as pending on the SELLERS side then they are probably new sellers and subject to the new seller hold, that is between them and paypal and has nothing to do with you, the sooner they send your item trackable and provide that tracking number to paypal the sooner they get their funds released.
If they refuse to send then you can open a dispute for non receipt of item and that would impact heavily on their account as new sellers.
