friends and family?

why does my account not have a send to friends and family option? my wife's does and i am trying to tranfer money to her but when i do it it charges a fee and when she refunded me back it charged her a fee.

Friends / family payments are only free if you fund it via funds in your paypal balance OR bank account, if you use a card then there is a fee.

i do have the funds in my paypal, as well as have it linked through my bank. but it doesnt give me that option even
