eBay took from my card instead of my PayPal balance?

I have about $50 in PayPal money. Yet eBay too the $20 I used from my card instead of my pp balance. I do not have my card set as preferred payment, and eBay didn't even ask if I'd prefer to take from one or the other.. Could someone explain?

In order to manage risk, PayPal may limit the payment methods available for a transaction when you buy something.  In addition, payment methods may be limited for certain sellers or if you make a PayPal payment through certain third party websites or applications.

I see. I didn't know that, since I've only used PayPal a few times and their policies seem to keep changing. Ty for the reply!
